The majority of people who receive Medicaid are disabled, but if Medicaid would just invest more in preventative programs like gym memberships and rehabilitation programs then it would encourage people returning to work. It should be case by case- as most insurances are. Maybe provide time-limits, where if improvement hasn't been reached in a specific time period, penalties to coverage are added or requirements tacked on to achieve better health. This country has become so addicted to treating symptoms instead of fixing problems because the country is lazy and profits off of bad health. If we can help people actually get better it will improve the quality of life for Americans as well as decrease cost on programs like this.
